Yes, this vest looks brand new. The vest measures about 38” at the waist/belly which should work well for a men’s Med or Larger. The vest has an adjuster on each side, but you won’t get much adjustment out of it because the cord is only long enough to allow for the vest to be in the “home” position as you see in the picture. Not sure what they were thinkin’ :)
